Dallas Carroll, CPA, MBA

Dallas is a seasoned healthcare executive with over 30 years of domestic and international healthcare experience working in virtually every delivery spoke of the health care system, including hands-on operational experience in insurance, HMOs, government audits, hospital and clinical operations and research as well as having hands-on experience in the health care lobbying process in Washington DC. This multi-dimensional view of the various delivery elements has given her the unique ability to impact troubled companies or start up operations that yearn for a teacher, educator and a builder of processes and relationships.

Dallas joined Humana as a Business Development Director, responsible for “boots-on-the ground” to build out new product initiatives, including Humana’s first subsidiary in the United Kingdom to deliver competitive administrative services to the UK’s National Health Services Department.  She has extensive experience managing the bidding, contracting, financial operations and strategies for submission of key government bids both domestically and internationally.

Dallas’ CFO and Senior VP roles with American Hospital Association (AHA), provided a great opportunity to redirect a national strategy, rebuild financial systems and expand her relationships with regional CEOs, while conducting local Executive Board presentations and education on US health policy and industry issues.

Dallas began her career working for Blue Cross and Blue Shield, Illinois (BCBSI) as an auditor, ensuring hospital compliance with Medicare and Medicaid reporting. Several of her audit findings and fraud reports resulted in Senate Subcommittee oversight and legislative changes. She was promoted within internal operations and was responsible for the team’s implementation of a new internal cost accounting system supporting the underwriting and pricing for all of BCBSI clients.

In the 1990’s, Dallas joined a start-up Health Maintenance Organization (HMO) which was a joint venture capitalized by 40 hospitals in the Chicago area. As the CFO, she supervised several Physician Groups (IPAs), implemented policies, procedures and all aspects of finance, accounting, underwriting, and technology services for new delivery systems.

Following the HMO experience, she was invited to join a newly formed executive management team established to save a struggling community hospital from the brink of bankruptcy and to rebuild the hospital services in collaboration with The University of Chicago Hospitals’ world class “Centers of Excellence” clinical programs. In her role as the CFO and later as the Senior Vice President of Clinical Operations, Dallas gained turn-around experience in executing reductions-in–force, establishing performance measurements and annual customer satisfaction surveys with measurable goals and pay-for-performance scores and building consensus around a long term strategic plan and missions.

In addition to her full-time career, she worked part time for 13 years as an instructor for the Becker CPA Review course, coaching professionals in preparation for the CPA exam in Illinois. With a class size of 200 to 300 students per season, she consistently achieved top 10 ranking of over 400 instructors, nationally.

Dallas stays active doing financial volunteer work and currently resides in Bradenton, Florida.  She earned her BBA in Accounting from Loyola University in Chicago, and her MBA from the University of Chicago.  She holds her CPA certificate and was a licensed CPA in the state of Illinois.
